Such election may be called by any
board of directors and shall be called if a petition therefor, signed by thirty percent
of the qualified electors in said district, as defined in section 37-43-108, is
presented to any such board, which election shall be a special election and the
question to be voted upon shall be submitted upon printed ballots on which the said
