At any general or special
election held in any irrigation district, the board of directors may submit to the
electors of the district the question of voting for directors of the district on an
acreage basis; except that no landowner has the right to vote more than eighty
acres in the election of directors. If at such election a majority of the votes cast are
in favor of the proposition, at all elections of directors held thereafter, each
landowner of the district shall be permitted to vote for each office to be filled as
many votes as he has acres of land within the district which are subject to district
taxes or assessments. A landowner may vote in person or by proxy, and any person
acting as proxy for another must file written authority therefor with the election
