Text
The board of directors is vested
with all powers necessary to accomplish the purposes for which the district was
organized, including the power to optimize drainage and recharge of water within
the district. No enumeration of particular powers granted shall be construed to
impair any general grant of power specified in this article, nor shall the grant of
particular powers be construed to limit any such general grant to a power of the
same class as the particular powers so enumerated.
