(1)The state board of land
commissioners may hear and determine the claims of all persons who claim a legal
interest in the land or trust administered by the state board of land commissioners
and who are aggrieved by an action of the board. The state board of land
commissioners may appoint one or more of its members, the director, a hearing
officer, or other appointee to render an initial decision on any matter before the
board. Such decision may be appealed to the board. Any hearing or appeal shall be
conducted in accordance with the provisions of article 4 of title 24, C.R.S.
(2)The board may promulgate such rules as in its opinion may be proper to
accomplish any of its duties and powers.
