(1)(a) The division shall provide satisfactory monitoring, direction, and assistance to all county veterans service officers and shall provide services to the county veterans service officers as the division determines necessary. Out of any money appropriated by the general assembly to the division for support to county veterans service officers, the division shall issue vouchers for the payment to the general fund of a county eligible to receive payment, to be disbursed upon the authority of the county commissioners only for performance of the purposes of this part 7 and part 8 of this article 5.The division shall annually establish the hourly rate of state-funded payments for county veterans service officers who are qualified to serve pursuant to section 28-5-802, based on the
