Text
(1)The commissioner has the power and
duty to administer and enforce the provisions of this article 66.
(2)The state board of human services may adopt reasonable and proper
rules to implement this article 66 in accordance with the provisions of section 24-4-103 and consistent with sections 27-90-102 and 27-90-103.
