(1)(a) An advisory board, referred to in this section as the board, is established for the purpose of assisting and advising the commissioner in accordance with subsection
(2)of this section in the development of service standards and rules. The board consists of no fewer than eleven but not more than fifteen members appointed by the governor, as follows:
(I)One representative from the department of human services;
(II)One representative from the BHA;
(III)One representative from the department of public health and environment;
(IV)One representative from the university of Colorado health sciences center;
(V)One representative from a leading professional association of psychiatrists in this state;
(VI)One member representing proprietary skilled health-care facilities
