Text
(1)Subject to
available appropriations, the state department may provide those services required
by the social security act and applicable federal regulations. Subject to available
appropriations, the state department may, by regulation, elect to provide those
services which are optional under the social security act.
(2)Eligible persons shall include those required to be eligible for services by
the social security act and federal regulations. Subject to available appropriations,
eligible persons may include those persons who are optionally eligible under
federal law and regulations whom the state department, by regulation, includes as
eligible persons.
(3)The state department shall adopt budgetary standards from which a
