Text

(1)The state department may, in addition to the powers granted in this article, whenever authorized and locations have been designated by the general assembly:
(a)Establish, construct, operate, maintain, and improve, within the state of Colorado, buildings and facilities, and the means necessary thereto, for the full exercise of the powers granted by this article;
(b)Identify the records that the administrator of each veterans center shall submit to the state department;
(c)Set aside a special sinking fund account in the central fund for the payment of anticipation warrants authorized by and issued under the provisions of section 26-12-113 and for the payment of interest due on such warrants; except that the state department shall not pledge the general income of the state o
