Text
The general assembly hereby finds,
determines, and declares that the use of controlled substances exacts an
unacceptable toll on the fiscal resources of both state and local government and
thereby increases the fiscal burden on the taxpayers of this state. It is the intent of
the general assembly in enacting this article to shift the costs of controlled
substance use to those persons who unlawfully traffic, possess, or use controlled
substances.
