It is declared that no provision
of this article is contrary to public policy and that the provisions of this article are
meant to apply to all salaries, wages, fees, credits, and choses in action other than
such as are exempt under the provisions of section 13-61-101, whether collection of
the same might be enforced under any action in court, by an action in the nature of
mandamus, or in any manner whatsoever.
