Text
The powers conferred by this article
are in addition and supplemental to and not in substitution for, and the limitations
imposed by this article shall not directly or indirectly modify, limit, or affect, the
powers conferred by any other law. Bonds may be issued under this article without
regard to the provisions of any other law, and if so issued, insofar as the provisions
of this article are inconsistent with the provisions of any other law, the provisions of
this article shall be controlling.
