(1)The legislative
council shall establish and maintain a centralized legislative accounting service
under the supervision of the director of research of the council, which service shall
maintain all accounting records, process all vouchers, and prepare all related
documents for the legislative department of state government, including all offices
and agencies thereof. The council may authorize any and all of such offices and
agencies to maintain subsidiary accounting records and to prepare vouchers, but
such records and vouchers shall conform to the system of accounting established
by said accounting service, and each such office and agency shall make such
reports to said service as may be necessary for it to maintain current and complete
records for the legislative department.
