To the extent federal financial participation is available, the department shall, when determining eligibility for children under Section 1396a(
l
)(1)(D) of Title 42 of the United States Code, designate a birth date by which all children who have not attained the age of 19 years will meet the age requirement of Section 1396a(
l
)(1)(D) of Title 42 of the United States Code.
