Proceedings by the petitioning district are initiated:
(a)When the board of the district determines that it would be for the best interests of the district to be annexed to another water conservation district and adopts, by resolution, a proposed annexation petition; or
(b)When 500, or 5 percent, or more, of the qualified voters of the district sign a proposed annexation petition and submit it to the board.
