Before adoption of such a plan the board shall pass a resolution declaring the following:
(a)
The intention of the board to adopt a plan for distribution and use of water within the district, briefly describing the same.
(b)
That a copy of the proposed plan is on file at the district office and is open for public inspection.
(c)
The time and place of hearing by the board in regard to the proposed plan.
