The clerk of the board shall cause a notice to be published at least once a week for three successive weeks in a newspaper of general circulation published in each affected county. The notice shall state each of the following:
(a)That the petition has been presented to the board.
(b)The time and place for the hearing.
(c)The text of the petition.
(d)The names signed to the petition.
