(a)
(1)The department shall review all notifications received pursuant to Section 10928.
(2)Upon the receipt of a notification pursuant to subdivision (a) of Section 10928, the department shall verify that the notifying entity has the appropriate authority under subdivision (a) or (b) of Section 10927.
(3)Upon the receipt of a notification pursuant to subdivision (b) of Section 10928, the department shall do both of the following:
(A)Verify that each notification is complete.
(B)Assess the qualifications of the notifying party.
(b)If the department has questions about the completeness or accuracy of a notification, or the qualifications of a party, the department shall contact the party to resolve any deficiencies. If the department is unable to resolve the deficiencies, the departme
