The district may not, prior to December 30, 1975, expend any of its funds to implement the addition of a second deck to the Golden Gate Bridge or any other proposed plan for transit services, other than for its interim system of buses and ferries. It is the intention of the Legislature that the district’s interim system of buses and ferries shall be the system outlined in the district’s grant application to the Urban Mass Transportation Administration, dated May 21, 1971, entitled, “Application of the Golden Gate Bridge, Highway and Transporation District for a Mass Transportation Capital Grant under the Urban Mass Transportation Act of 1964, as amended.” The district, however, may expend the necessary funds for planning purposes, and for the acquisition of rights-of-way necessary, regardl
