The Legislature recognizes that public financial resources are inadequate to meet all capital outlay needs of the state park system and that the development of recently acquired units of the state park system has proceeded at a rate that has prevented their full potential for public use from being realized. Accordingly, it is declared to be the policy of the state that funds allocated pursuant to subdivision (b) of Section 5096.151 shall be appropriated primarily for projects that accomplish the following:

(a)Serve metropolitan population centers and accommodate day-use and weekend-overnight visits.
(b)Provide for the development of existing units with the minimum facilities necessary for accessibility, use, and interpretation.
