Each county source reduction and recycling element shall include, but is not limited to, all of the following components for solid waste generated in the jurisdiction of the plan:
(a)
A waste characterization component.
(b)
A source reduction component.
(c)
A recycling component.
(d)
A composting component.
(e)
A solid waste facility capacity component.
(f)
An education and public information component.
(g)
A funding component.
(h)
A special waste component.
