For purposes of this chapter and Chapter 4.5 (commencing with Section 25350), the following definitions apply:

(a)“Planned maintenance” means regular, periodic maintenance or repair of one or more pieces of equipment within a petroleum refinery that may require the shutdown of that equipment, or that may reduce production of a petroleum refinery.
(b)“Price spike” means a rate of increase of a refinery’s gross gasoline refining margin, as defined in Section 25355, that is greater than the rate of increase of the average price of crude oil received by the refinery, for the same period of time, or a rate of decrease of a refinery’s gross gasoline refining margin that is less than the rate of decrease of the average price of crude oil received by the refinery, for the same period of ti
