The department shall do all of the following:
(1)
Keep in constant touch with federal agencies charged with the sale or disposition of federal property and secure from them full details as to the nature and availability of the property and the terms and conditions under which it can be purchased or acquired.
(2)
Transmit information thus secured to all state agencies in order that they may possess complete and up-to-date information as to the nature and selling price of available property.
(3)
Prescribe procedures consistent with this article to be followed by state agencies in requisitioning and paying for the property and inform them of the procedures.
