(a)The initial board of trustees of a district formed on or after January 1, 2004, shall be determined pursuant to this section.
(b)The persons appointed to the initial board of trustees shall meet on the first Monday after 45 days after the effective date of the formation of the district.
(c)At the first meeting of the initial board of trustees, the trustees shall classify themselves by lot into two classes, as nearly equal as possible. The term of office of the class having the greater number shall expire at noon on the first Monday in January that is closest to the fourth year from the appointments made pursuant to Section 9021.
