(a)The department or another state agency may make a conforming rule change without complying with the rulemaking procedure specified in Article 5 (commencing with Section 11346) of Chapter 3.5 of Part 1 of Division 3 of Title 2 of the Government Code, if the rule change meets all of the requirements of this section.
(b)To proceed under this section, the department or agency shall submit all of the following to the Office of Administrative Law:
(1)A completed and signed form STD 400.
(2)A statement declaring that each proposed rule change in the submission is a conforming rule change.
(3)A copy of the text of each regulation to be changed, with strikeout and underscore showing the changes.
