(a)As used in this chapter, the following terms have the following meanings:

(2)“Btu” means British thermal unit.
(3)“Commission” means the State Energy Resources Conservation and Development Commission.
(4)“Cost-effectiveness” means dollars provided to a project pursuant to subdivision (d) of Section 44283 for each ton of covered emission reduction attributed to a project or to the program as a whole. In calculating cost-effectiveness, one-time grants of funds made at the beginning of a project shall be annualized using a time value of public funds or discount rate determined for each project by the state board, taking into account the interest rate on bonds, interest earned by state funds, and other factors as determined appropriate by the state board.
