(a)
The term of office of members of the commission shall be four years and they shall hold office until the appointment and qualification of their successors, not to exceed 180 days after the term is expired.
(b)
The terms of members of the commission shall be staggered based on the following cycle:
(1)
The terms of two members shall expire on January 1, 1981.
(2)
The terms of three members shall expire on January 1, 1982.
(3)
The terms of two members shall expire on January 1, 1983.
(4)
The terms of three members shall expire on January 1, 1984.
(c)
Prior members of the commission may be reappointed.
(d)
In the event of a vacancy prior to the expiration of a term, an appointment shall be made to fill the balance of the unexpired term.
