(a)
(1)Notwithstanding any other provision of this division, on and after January 1, 2023, the board may act on appeals of the authority’s decision to impose licensure action and regarding the denial of licensure after review of the authority’s decision as set forth in subdivision (b) of Section 1798.200.
(2)If a contested decision is heard by an administrative law judge, on and after January 1, 2023, the board shall act within 100 days of receipt of the proposed decision as prescribed in subparagraphs (A) to (E), inclusive, of paragraph (2) of subdivision (c) of Section 11517 of the Government Code. If the board fails to act within 100 days of receipt of the proposed decision, the proposed decision shall be deemed adopted by the board, pursuant to paragraph (2) of subdivision (c
