The director may issue regulations that are necessary to carry out the purposes of this article.  Prior to the public comment period required on the regulations under the Administrative Procedure Act, the director shall provide the Insurance Commissioner with a copy of the proposed regulations.  The Insurance Commissioner shall have 30 days to notify the director in writing of any comments on the regulations.  The Insurance Commissioner’s comments shall be included in the public notice issued on the regulations.  Any rules and regulations adopted pursuant to this article may be adopted as emergency regulations in accordance with the Administrative Procedure Act (Chapter 3.5 (commencing with Section 11340) of Part 1 of Division 3 of Title 2 of the Government Code).
