(a)
The Abortion Access Fund is hereby established in the State Treasury.
(b)
Notwithstanding any other law, all of the following apply:
(1)
The fund is a special fund, permanently separate and apart from the General Fund or any other state fund or account.
(2)
Notwithstanding Section 16305.7 of the Government Code, any interest or dividends earned on moneys in the fund shall be retained in the fund and used solely as set forth in this chapter.
(3)
The purpose of the fund is to provide funding for abortion services, including for abortion services
funded through grants to provide abortion access.
(4)
The moneys in the fund are continuously appropriated to the department without regard to fiscal year for the purposes of this chapter.
