(a)This article shall be known and may be cited as the Lockyer-Polanco-Farr Pet Protection Act.
(b)Every pet dealer of dogs and cats shall conform to the provisions of this article. As used in this article, “ pet dealer” means a person engaging in the business of selling dogs or cats, or both, at retail, and by virtue of the sales of dogs or cats is required to possess a permit pursuant to Section 6066 of the Revenue and Taxation Code. For purposes of this article, the separate sales of dogs or cats from a single litter shall
