(a)
A city may form a district to finance a project or projects on a former military base pursuant to the requirements set forth in this chapter.
(b)
A district formed under this section may finance a project pursuant to this section or Section 53369.3 only if the project is consistent with the authority reuse plan and is approved by the military base reuse authority, if applicable.
