When authorized by a two-thirds vote of the members of its legislative body at a regular meeting, a city, for the purpose of breaking, crushing, or otherwise preparing gravel or rock to be used in making, paving, improving, or repairing its streets, may do any and all of the following:
(a)
Acquire, lease, purchase, and operate any gravel bed or quarry within the county where the city is situated.
(b)
Equip and operate a plant for preparing gravel or rock at the gravel bed or quarry, or within the city.
(c)
Acquire, lease, or purchase and maintain all necessary roads, rights of way, and tramways over which to transport gravel or rock from the gravel bed or quarry to the city, and all necessary appliances for that purpose.
