Any state agency, with the approval of the director, may permit motor vehicle parking by state officers and employees or other persons upon state property under the jurisdiction or control of such agency and may prescribe the terms and conditions of such parking including the payment of parking fees in such amounts and under such circumstances as may be determined by the state agency with the approval of the Director of General Services. Different rates of parking fees, based upon the number of riders in each vehicle, may be charged. No such parking shall be permitted by any state agency except pursuant to this section. Varying rates of parking fees may be established for different localities or for different parking facilities. This section shall not apply to facilities constructed
