(a)The Attorney General may appoint and fix the salaries of Assistant Attorneys General, Deputy Attorneys General, service agents, experts, and technical and clerical employees as the Attorney General deems necessary for the proper performance of the duties of the Attorney General’s office. Each appointee is a civil executive officer.
(b)Notwithstanding any other law, but consistent with Section 4 of Article VII of the California Constitution, the Governor, with the recommendation of the Attorney General, shall appoint
two directors and two associate directors of the
Attorney General’s office who shall be exempt from state civil service. Appointments to these exempt positions shall not result in any net increase in the expenditures of the Department of Justice.
