The following constitutes a marine life refuge and shall be designated the James V. Fitzgerald Marine Reserve: That portion of District 10 consisting of that certain parcel of land bounded by a line commencing at the mean high tide of the Pacific Ocean lying on a line beginning at the northeasterly corner of Lot 8, Block 42 as said Lot and Block are shown on “Map of Moss Beach Heights San Mateo County Cal”, recorded May 4, 1908, in Volume 6 of Maps at page 8, records of San Mateo County; thence North 88° 49´ West along the northerly line of said Lot 8 and its Northwesterly prolongation to the intersection thereof with the Westerly line of that certain tract of land (Parcel No. 1) conveyed to the County of San Mateo for a marine reserve, recorded August 8, 1967, in Volume 5346 Official Reco
