If a charge is made for admission to enter a state, district, county, or citrus fruit fair, the following persons may be admitted to those fairgrounds without the payment of the established admission price:
(a)Persons with credential admissions.
(b)Persons with courtesy pass admissions.
(c)Military
personnel.
