This chapter shall become operative for students to apply for Cal Grant 2 awards under Article 2 (commencing with Section 69424) and Cal Grant 4 awards under Article 3 (commencing with Section 69425) only if General Fund moneys over the multiyear forecasts beginning in the 2024–25 fiscal year are available to support ongoing augmentations and actions, and if funding is provided in the annual Budget Act to implement the Cal Grant Reform Act pursuant to this chapter. It is the intent of the Legislature that students eligible for Cal Grant 2 and Cal Grant 4 awards receive aid for the 2024–25 academic year.
