The Department of Education shall reimburse all school certificated personnel from those school districts in which the governing board has adopted a comprehensive health education plan approved by the Department of Education according to this chapter for necessary travel and expenses resulting from participation in health education in-service training programs sponsored by the department.
When training is held during the time that the certificated personnel are employed in teaching, their regular pay shall not be diminished by reason of their attendance.
Reimbursements shall not include the cost of hiring substitute classroom teaching personnel.
