Apportionment from the Public School Building Loan Fund to school districts shall be made in the manner and subject to the conditions herein provided and in accordance with policies adopted by the board, for all of the following purposes:
(a)The purchase and improvement of schoolsites which have been approved by the State Department of Education.
(b)The purchase of desks, tables, chairs, and built-in or fixed equipment, as listed in Part
III of the California School Accounting Manual contained in the Bulletin of the California State Department of Education, Volume XIII, No. 2, June 1944, or as amended or revised.
(c)The planning and construction, reconstruction, alteration of, and addition to, school buildings for any facilities that are approved by the State Department of Education
