(a)The proceedings under this article shall be conducted in accordance with Chapter 5 (commencing with Section 11500) of Part 1 of Division 3 of Title 2 of the Government Code, and the board shall have the powers granted therein.
(b)Notwithstanding subdivision (b) of Section 11415.60 of the Government Code, a licensee, registrant, or permitholder may enter into a settlement to resolve an administrative action, including through license, registration, or permit surrender, suspension or revocation, or placing the license, registration, or permit on probation, instead of a commencement of proceedings pursuant to Chapter 5 (commencing with Section 11500) of Part 1 of Division 3 of Title 2 of the Government Code.
