The requirement of Section 10167.7 shall not apply to any prepaid rental listing service operated by:
(a)a person exempt from the payment of federal and state income taxes;
(b)an agency of the federal, state, or local government; or (c) a real estate broker conducting a prepaid rental listing service pursuant to a real estate license.
