Text
(a)The department shall issue a license to an applicant if all of the following conditions are satisfied:
(1)The commissioner finds that all of the criteria described in paragraph (1) of subdivision (b) of Section 3203 are satisfied.
(2)The applicant has complied with this chapter.
(3)The applicant has paid the costs of the investigation under subdivision (e) of Section 3203.
(4)The applicant has paid the initial license fee under paragraph (3) of subdivision (a) of Section 3203.
(b)An applicant may appeal a denial of its application under Section 3203 pursuant to the Administrative Procedure Act, as described in Section 11370 of the Government Code, not later than 30 days after the department notifies the applicant that the application at an address specified under subparagraph (K)
