A. A fantasy sports contest operator shall prohibit an individual who is under twenty-one years of age from participating in a fantasy sports contest. B. A licensed fantasy sports contest operator may not do any of the following: 1. Allow the use of a script that provides a fantasy sports contest player with an unfair competitive advantage. A script made readily available to all fantasy sports contest players does not provide a fantasy sports contest player with an unfair competitive advantage and may not be determined otherwise. 2. Use false, deceptive or misleading advertising or advertising that is not based on fact. 3. Target, in advertising or promotions, either of the following:

(a)Individuals who have restricted themselves from entering a fantasy sports contest under the proce
