In this chapter, unless the context otherwise requires: 1. "Applicant" means any person that has applied for a license as a fantasy sports contest operator or that has been approved for any act related to fantasy sports contests. 2. "Application" means a request to issue a license as a fantasy sports contest operator or to approve any act related to fantasy sports contests. 3. "Athletic event":
