A. The governor shall appoint the initial board of directors, consisting of seven members, as follows: 1. One member from a list of nominees submitted by the board of supervisors of the most populous county in the active management area. 2. One member from a list of nominees submitted by the mayor with the approval of the city council of the most populous city in the active management area. 3. One member from a list of nominees submitted jointly by:

(a)The mayor with the approval of the city council of the most populous incorporated city or town in the active management area that is located in a county other than the most populous county.
(b)The board of supervisors of the county in which the city or town referred to in subdivision (a) is located. 4. One member from a list of nomin
