A.At the hearing on the petition, the superior court shall examine the contract and the proceedings of the petitioner or other body in connection with the execution of such contract and shall hear all testimony that may be offered by the petitioner or any other party with reference to the validity of the contract. The court shall find and determine whether the proceedings had for the organization of the petitioner are in compliance with all applicable laws of the state, whether the proceedings leading up to the making of the contract are valid and whether the proceedings in connection with the filing of the petition in the action and the giving of notice of hearing thereon comply with the provisions of this article and whether the contract is valid and binding upon and enforceable against
