A.For the purpose of acquiring authority to proceed with any project of special benefit to a zone, as well as for the purpose of acquiring authority to proceed with any joint project by any two or more contiguous zones, as provided by section 48-3620.01, the board of directors shall adopt a resolution stating its intention to undertake the zone project or joint project, together with the engineering estimates of the project's cost to be borne by any participating zones, fixing a time and place for a public hearing on the resolution once a week for two consecutive weeks in a newspaper of general circulation in the affected zone or zones, the first of which publications shall be at least ten days before the date fixed for the hearing or, if there is no such newspaper, by posting the notice
