A.The board of supervisors shall meet on the second Monday next succeeding the election and canvass the votes cast. If it appears that a majority of the votes cast at the election in the proposed district is "irrigation district, yes," the board shall, by an order entered on its minutes, declare the district organized under the name previously designated, and shall declare the persons receiving the highest number of votes in each division of the district to be duly elected as division directors, declare, for appropriate districts, the two at large candidates receiving the highest number of votes to be duly elected as directors at large and declare the terms of the directors according to the vote received by each.
