A.The board of directors shall adopt a plan for the construction of the works authorized by section 48-2664.
B.The board shall give notice by publication thereof for not less than fifteen days in a newspaper published in each of the counties in which lands within the district are located, and in such other newspapers as the board deems advisable, calling for bids for the construction of the works contemplated in such plan, or any portion thereof. If less than the whole work is advertised then the portion so advertised shall be particularly described in the notice. The notice shall set forth that plans and specifications can be seen at the office of the board, that the board will receive bids for such work, and that the contract will be let to the lowest responsible bidder and shall stat
